Southlake – On Wednesday evening, May 23rd, 2013, a man was gunned down in a fatal drive-by shooting in the Town Square. Authorities learned that the 43-year-old victim was Juan Jesus Guerrero Chapa, a native of Mexico, husband and father to three teenagers.
In the hour before the attorney was shot numerous times while sitting in the front passenger seat of his car, he had been shopping with his wife. In a news conference, Southlake Police Chief Steve Mylett said that he was not able to confirm that Guerrero Chap had worked for a Mexican drug cartel. However, according to a U.S. investigator, Chappa had worked as an attorney for the Gulf cartel, which is based across the border from McAllen.
Notably, the investigator said that Guerrero Chapa had been the personal injury attorney to cartel leader Osiel Cardenas, who is currently serving a 25-year sentence at a U.S. prison for drug trafficking, money laundering and other criminal charges.
The investigator who spoke under the condition of anonymity said that Chapa practiced law in Monterrey and had a presence in McAllen and Hidalgo. Attorney Guerrero Chapa had supposedly represented the Gulf cartel for a while when their leader, Cardenas founded the paramilitary group Zetas; however, the two cartels are no longer working together and are now bitter rivals. Today, both of the cartels have a presence in North Texas, which is known for its distribution routes and large consumer drug market.
It is presently unclear as to what type of role Chapa plaid in the Gulf cartel organization, but the U.S. investigator contends he was a key player in the Gulf cartel organization, "That much is clear."
According to Southlake police, they believe Chappa was living in Southlake for two years and was in Texas legally. The chief said the shooting took place in just seconds. Chapa's wife was putting packages into the back seat of their vehicle on the driver's side when a masked gunman stepped out of the rear door of a vehicle that was driving very slowly behind them. He fired multiple shots, got back into the vehicle and it drove away.
